UNIC CityLabs Resilient Zagreb: Financial literacy and financial resources in times of crisis

Every crisis has severe financial consequences and is followed by economic crisis. For this reason in this discussion group we have discussed how public financial resources are managed before, during and after the crisis. Are there any budget reserves? What is the ability to activate financial resources from the aspect of solidarity (eg trade unions, some other forms of mutual assistance?). Specifically we wanted to tackle labour market and its ability to recover. Finally, we raised an issue of financial literacy of the citizens and what does it mean for the socio-economic status of citizens during crises?

Civil society organizations provide concrete support in the inclusion of vulnerable groups in the labor market and there was quick response of the Croatian government to buffer negative aspects of corona and earthquake crisis. But, some aspects need to be improved. There is low financial literacy of citizens and there are risks of new poverty and new economic risks (employee poverty, child poverty, energy poverty). To conclude, participants agreed that there is a lack of countercyclical behavior of society and citizens during crisis.
